      HOWELL - The Stop & Shop supermarket at Route 9 and Lanes Mills Road has announced that it will donate $1,781 to the FoodBank of Monmouth and Ocean Counties through its annual Food for Friends program.       I am not paying Paul Mayer-owitz's bill. Judging from statements he has made in public concerning the Jackson Township Municipal Utilities Authority (JTMUA) he is obviously a ratepayer.       Biagia Pace Mrs. Pace, 85, of Howell, died Jan. 12, 2007, at CareOne at East Brunswick. Born in Cosmiso, Italy, she came to the U.S. in 1954 and had lived in Syracuse before moving to Howell in 1993. Mrs. Pace was a homemaker. She was predeceased by her husband, Giuseppe, in 1996.
