Gotto, Smith Nicastro start 4-year terms

William Gotto was sworn in to begin serving a four-year term and was elected by his fellow members of the Howell Township Council to serve as deputy mayor for 2011 during the governing body’s reorganization meeting held Jan. 1.

Pauline Smith was sworn in to begin serving a four-year term on the governing body.

Gotto and Smith, who were elected to complete one-year unexpired terms in November 2009 and served those one-year terms during 2010, won full four-year terms on the Howell council in the November 2010 election.

Robert Nicastro, a retired New York City police officer who was also elected in November, was sworn in to begin serving his first four-year term on the council.

Gotto, Smith and Nicastro were the winning Republican ticket in November. They join independents Mayor Robert Walsh and Councilwoman Susan Schroeder Clark on the governing body.

The next regularly scheduled municipal election in Howell is November 2012.

During the Jan. 1 meeting, the council appointed Sean T. Kean of Campbell, Foley, Delano and Adams as Howell’s municipal prosecutor, and Jonathan H. Lomurro of Lomurro, Davison, Eastman and Munoz as Howell’s public defender.

Joseph W. Oxley of Scarinci and Hollenbeck, John O. Bennett of Dilworth Paxson, Thomas G. Gannon of Hiering, Gannon, McKenna, and Albert J. Rescinio were appointed as special counsel. Matthew Giacobbe of Cleary, Giacobbe, Alfieri and Jacobs was appointed labor attorney, andAndrew Bayer of Gluck Walrath was appointed as Howell’s COAH/affordable housing attorney.

Bennett was appointed as bond counsel.

Fred Heyer of Heyer Gruel and Associates was appointed township planner and COAH planner.

Declan O’Scanlon of FDS Enterprises will serve as the township’s wireless telecommunications consultant.

McKenna Kingdon, an in-house employee, remains Howell’s municipal attorney .

The following residents were named to municipal committees and boards:

 Environmental Commission — Mark Cataneo, Kevin P. Braniff, Arthur L. Fankhauser, Charles R. Senders and Donald Smith.

 Manasquan River Regional Sewage Authority — Thomas M. Savino.

 Metedeconk Watershed Protection Alliance — Barbara Dixel.

 Planning Board — Mike Morgan, Paul R. Boisvert Jr., Evelyn O’Donnell, Arthur L. Fankhauser, Patrice R. Hayslett and Nicastro.

 Recreation Advisory Committee — Russ C. Halperin, Joanne C. Rosenburg, Lisa A. Dillon, Chet Smilek and Karen L. Morlino. The Township Council liaison will be Gotto and the chairwoman will be Rosenburg.

 Strategic Planning Advisory Committee — Grace Abramov, Glenn A. Cantor, David Flaherty, Robert A. Johnson, Marcie Nowicki, Paul Schneider, Salvatore F. Runfola, Kenneth Coffey, Elizabeth Cromble, Brian Tannenhaus and Township Manager Helene Schlegel. The Township Council liaison will be Clark.

The council will hold regular meetings on Jan. 18, Feb. 15, March 15, April 19, May 24, June 28, July 12, Aug. 16, Sept. 20, Oct. 18, Nov. 22 and Dec. 13.

The council will hold workshop meetings on Feb. 1, March 1, April 5, May 10, June 14, Sept. 6, Oct. 4 and Nov. 1.

Action may be taken at workshop meetings and at regular meetings. All meetings are held at Town Hall on Preventorium Road, Howell.
